Huntingdonshire District Council, in its capacity as the Licensing Authority, is responsible for:

  • ensuring the public travel in safe, well-maintained vehicles driven by competent drivers and

  • providing a fair and reasonable service for the taxi and private hire trade.

To meet this responsibility, we have committed to reviewing the Hackney Carriage and Private Hire Licensing Policy every 5 years or sooner.

This review considers the following:

  • Any change in statutory guidance issued by the Department for Transport

  • Feedback from the taxi and private hire trade

  • Public safety

  • Best practice

  • Consideration of local circumstance and public feedback

  • The government’s commitment to reduce carbon emissions.

2024 Draft Policy consultation

In the draft 2024 Hackney Carriage and Private Hire Policy we have identified several areas of change within the policy and appendices. To ensure that the changes have the effect of promoting passenger safety as well as providing a fair and reasonable service for the taxi and private hire trade, we are inviting you to provide feedback between 30 January 2024 and 25 March 2024.

Alongside the draft policy and appendices, we have created a table of changes to help identify any keys amendments to existing conditions or the addition of new conditions. The draft policy, appendices and table of changes are below:

The purpose of the consultation

The purpose of this consultation is to gather as much feedback as possible. We welcome any comments or suggestions in favour or against any proposed change, as well as any other comments you may wish to make.

How to respond to the consultation

If you wish to make any comment in relation to the draft policy and appendices, please do so via email to licensing@huntingdonshire.gov.uk . In the subject of your email please include the following words ‘2024 Draft Taxi Policy Response’. The final day for any comments will be 25 March 2024. Comments received after this date may not be considered.

End of consultation and next steps

Once the consultation period has ended, we will gather and review any feedback received. The proposals in this draft policy are not final and have no effect unless adopted by the Licensing and Protection Committee. The proposed changes, along with any feedback received, will be presented at a full committee meeting, where the outcome of the draft policy will be determined.

The adopted policy is planned to take effect from 1 June 2024. However, this date may be subject to change depending on the outcome of the consultation and any decision made by the Licensing and Protection Committee.
