Parking Fines


There are two types of Parking Fine:

Excess Charges

Excess charge notices are issued by Huntingdonshire District Council Car Park Attendants when vehicles are parked without a valid Pay & Display ticket or Parking Permit, or have overstayed the period displayed on the ticket.

Penalty Charges

Penalty charge notices are issued by Huntingdonshire District Council Car Park Attendants in both 'Free of Charge' and 'Pay & Display' in accordance with the Terms & Conditions of the District of Huntingdonshire (Off-Street Parking Place) Order 2008 which include;

  • Parking of a vehicle not permitted to use the car park
  • Parking in a bay designated for the Disabled without an appropriate badge displayed
  • Parking not within a marked bay
  • Using a parking place for advertising, sales or exhibitions
  • Using a parking place for residing, camping or cooking
  • Using a parking place for the servicing, maintenance, repairing or washing of vehicles
  • Any other Regulations set out in the above Parking Order

Payment of Excess or Penalty Charges

Contravening these rules for either reason will result in an excess or penalty charge becoming payable.  However if payment is received within 14 days of the excess or penalty charge notice being issued, a reduced amount is due.

Both the vehicle registration and excess charge number should be quoted together as the reference when making payment.

Failure to Pay an Excess or Penalty Charge

Failure to pay after the allowed time period will result in a prosecution being brought before the Magistrates Court. Such a prosecution will result in an order to pay the parking penalty plus a fine of up to £500 and legal costs.

How to Appeal against an Excess or Penalty Charge

If the person receiving an excess or penalty charge notice feels that they have not contravened the above parking regulations, they can appeal to the Council.  If the Council feels that the excess or penalty charge has been issued in error, or there are mitigating cirumstances, the charge will be waived.

Financial regulations do not permit any officer of the Authority to waive excess or penalty charges verbally, either on the telephone or face to face.

All appeals must be in writing, by letter or by e-mail, using the Related Information link above.  They should, wherever possible, be accompanied by other information that supports the appeal (e.g. Valid Pay & Display ticket which may have fallen from view, etc.).  All appeal letters should be sent to:

If such an appeal is made within the first 14 days, the period for reduced payment will be extended by the time taken to determine the appeal.
