All drivers of hackney carriage and private hire vehicles must be licensed by the council.

Drivers must be at least 18 years of age and must have held a full drivers licence for a minimum of 12 months issued under the  Road Traffic Act 1972 or 1988.

Drivers are required to undergo a medical examination. The standard required is the same as would be applied to the drivers of heavy goods vehicles and buses.

Drivers are also required to submit a disclosure application for an enhanced disclosure to the Criminal Records Bureau.

Before being granted a licence a driver must undertake a council test to ensure they are a competent driver, that they have adequate geographical knowledge of the area in which they are going to work and that they have a good knowledge of the regulations and conditions.
